new install on CentOS not working

I have installed nictool on CentOS 4.x and I can not start httpd 100% successfully. I get the following error.

Starting httpd: Apache.pm was not loaded
at /var/www/html/nictool/nictoolserver.conf line 58

I have looked and I have Apache.pm in the path and can be found so I am not sure what the issue could be.

Can someone help me with this?
