What is Nictool?

Apparently I missed the boat -- and so did google:
Results 1 - 9 of about 13 English pages for nictool. (0.15 seconds)
(as this very page is the highest relevant page)

So can someone explain to me what nictool is, provide a URL, etc.?
I see no new version of mail toaster to explain some new added feature/program.
